Minnesota Reform Timeline
- 2015 – Patient Registry Opens: The first patients were certified and dispensaries opened on July 1, 2015. Initial access was limited to non-flower cannabis products only.
- 2016–2019 – Expanded Access: Additional qualifying conditions were added including PTSD, chronic pain, and autism. More healthcare providers began participating in the program.
- 2021 – Program Updates: The legislature allowed whole-plant flower cannabis for the first time. Caregiver provisions were expanded to allow serving multiple patients.
- 2023 – Adult-Use Legalization: Governor Tim Walz signed HF 100 into law on May 30, 2023. Recreational possession and cultivation became legal on August 1.
- 2024 – Caregiver Cultivation: New legislation allowed registered caregivers to cultivate plants for patients. Background check requirements for caregivers were eliminated.
- 2025 – Full Implementation: The Office of Cannabis Management assumed full regulatory control. Adult-use retail sales began with comprehensive licensing.
Minnesota Possession Limits
Minnesota law allows patients to obtain a 30-day supply of their approved treatment, as determined by their healthcare provider.
- Medical patients have no possession limits when carrying properly labeled medical products.
- Recreational users 21+ may possess 2 ounces of flower in public and 2 pounds at home.
- Recreational users may also possess 8 grams of concentrate and 800mg of edibles.
- Patients must carry registry verification and valid ID when obtaining treatment.
- Home cultivation allows up to 8 plants with 4 mature maximum in locked, private spaces.
- Caregivers can grow 8 plants per patient household when cultivation rights are reassigned.
- Smoking in multi-family housing carries a $250 fine except for medical cannabis.
- Cannabis use in motor vehicles is a misdemeanor with up to 90 days jail time.
- People under 21 face non-criminal fines up to $300 for cannabis possession.
